About The Job:
- Senior Project Manager - Payments Platform will be responsible for end-to-end delivery, stability, and modernization of Mashreq’s Local Payments platforms across multiple countries.
- This role will carry full delivery ownership across:
- Country IBG implementations and rollouts
- Local Payments platforms (Cheque Clearing, ACH, RTGS, GCC RTGS)
- Regulatory, change, and modernization initiatives
- Production, governance and resilience
- The role requires strong technical depth in .NET-based systems and database architecture (DBA-level expertise) to enable informed decision-making, risk management, and effective vendor governance.
Essential Job Functions:
Project Delivery – Local Payments & IBG
- Own end-to-end project management for:
- IBG / Instant Payments country deliveries
- Local Payments implementations and enhancements
- Manage multi-country rollouts including:
- Regulatory alignment
- Clearing house integration
- Country-specific cut-offs and settlement models
- Drive requirement translation from business and regulators into executable technology delivery plans.
- Lead SIT, UAT, country Go Live, and post-implementation stabilization.
Platform Ownership & Production Governance
- Own production readiness and availability of Local Payments and IBG platforms.
- Govern incident, problem, and change management for payments platforms.
- Lead high-severity incident management with structured RCA and permanent fix ownership.
- Ensure DR readiness, capacity planning, and performance optimization.
Technical Oversight – .NET & Database Architecture
- Provide hands-on technical oversight for:
- .NET / .NET Core–based payments platforms
- SQL Server and Oracle database ecosystems
- Act as DBA-level authority for:
- Query optimization
- Indexing strategies
- Performance tuning
- Data growth and archival strategies
- Review and challenge technical designs from vendors and internal teams.
- Oversee data integrity, reconciliation, and settlement accuracy.
Stakeholder, Vendor & Country Management
- Act as primary technology point of contact for:
- Business
- Operations
- Compliance
- Regulators (where applicable)
- Manage vendors accountable for IBG and Local Payments delivery commitments.
- Coordinate with country IT, clearing houses, and central payment schemes.
- Provide clear executive reporting on delivery status and risks.
Regulatory, Audit & Compliance
- Ensure platforms meet local country regulations, clearing house requirements, and central bank mandates.
- Support regulatory audits, inspections, and remediation activities.
- Ensure traceability, documentation, and controls across production and DR.
Continuous Improvement & Modernization
- Drive modernization of:
- Legacy payments platforms
- Middleware and database layers
- Deployment and DevOps practices
- Identify opportunities for:
- Automation
- Performance improvements
- Cost optimization
- Scalability for increased IBG volumes
Operating Environment, Framework and Boundaries, Working Relationships
- Senior member of Payments Technology Leadership.
- Works closely with:
- Country business teams
- Central Payments Operations
- Compliance & Risk
- Infrastructure, DBA, Security, and Integrations teams
- Leads and governs offshore development and support teams.
- Operates within strict change, release, and incident frameworks.
Problem Solving
- Analyze complex, multi-country payment issues spanning application, middleware, and database layers.
- Lead data-driven RCA using logs, SQL analysis, and performance metrics.
- Balance regulatory urgency with platform stability and quality.
- Comfortable making decisions under time critical and high impact scenarios.
Decision Making Authority & Responsibility
- Own delivery and release decisions for Local Payments and IBG programs.
- Approve technical remediation and architectural approaches.
- Escalate risks impacting:
- Regulatory timelines
- Country rollouts
- Production stability
- Accountable for accurate executive reporting.
Qualifications:
Knowledge, Skills and Experience
- 12–15+ years in Payments Technology within banking or financial services.
- Strong, demonstrable experience in:
- IBG implementations and Local Payments platforms (ACH, RTGS, Clearing)

- Complex, regulated environments

- Payments processing & settlement cycles
- Reconciliation models
- Clearing cut-offs and exceptions
- Strong exposure to IBG operational flows, SLAs, and downstream impacts.
- Technical Excellence (Mandatory)
- Strong hands-on experience in .NET / .NET Core–based applications
- DBA level expertise in:
- SQL Server (2019 / 2022+)
- Oracle 19c
