About the Role\nWe are seeking a seasoned Oracle Cloud PPM Functional Lead to join our consulting practice. In this role, you will drive end-to-end Oracle Cloud Fusion PPM (Project Portfolio Management) implementations and provide strategic functional support to clients in the Public Sector and Healthcare verticals. You will serve as the primary functional SME, translating complex business requirements into scalable Oracle Cloud solutions while leading junior consultants, managing client stakeholders, and ensuring delivery excellence across the full project lifecycle.\n\nKey Responsibilities\nImplementation & Delivery\nLead full-cycle Oracle PPM implementations — from Fit-Gap workshops and solution design through configuration, testing, and go-live.\nConfigure and deploy Oracle PPM modules: Project Costing, Project Billing, Project Management, Grants Management, and Resource Management.\nDefine project accounting structures, burden schedules, rate schedules, and billing extensions aligned with client business models.\nFacilitate CRP (Conference Room Pilots), SIT, UAT, and cutover activities; ensure quality and on-time delivery.\nDevelop Functional Design Documents (FDD), Configuration Workbooks, Test Scripts, and Training materials.\nLead data migration activities for project-related data including open project balances, commitments, and budgets.\n\nSupport & Optimization\nManage post-go-live hypercare and transition to steady-state AMS (Application Managed Services) support.\nPerform root-cause analysis and resolution of complex PPM functional issues and defects.\nConduct periodic system health checks, recommend process improvements, and assist with quarterly Oracle patch/update reviews.\nCoordinate with Oracle Support for SR (Service Request) management on critical issues.\n\nStakeholder & Team Management\nServe as a trusted advisor to client Finance, PMO, and IT stakeholders throughout the project lifecycle.\nMentor and guide junior functional consultants, conduct knowledge transfer sessions, and perform peer reviews.\nCollaborate with technical teams on integrations (OIC, FBDI, REST APIs) and custom reports (OTBI, BIP, FRS).\nParticipate in pre-sales activities including solution demos, RFP responses, and effort estimation.\n\nRequired Qualifications\nEducation & Certification\nBachelor's degree in Finance, Accounting, Computer Science, Information Systems, or a related field.\nOracle Cloud PPM (Project Financial Management) certification is highly preferred; Oracle EBS Projects background is a plus.\n\nExperience\n8–15 years of hands-on Oracle Cloud PPM functional consulting experience with a minimum of 3 full-cycle Oracle Cloud Fusion implementations.\nDeep expertise in Oracle Cloud Fusion PPM modules:\nProject Financial Management (Costing, Billing, Revenue)\nProject Management (Tasks, Resources, Budgets, Forecasts)\nGrants Management (Awards, Funding Patterns, Award Projects)\nProject Contracts and Project Execution Management\nStrong understanding of Project Accounting principles — capitalization, burden costing, cost distribution, and revenue recognition (POC, Milestone, As-Worked).\nExperience with Oracle Subledger Accounting (SLA) and General Ledger integration for project journals.\nHands-on experience with FBDI/ADFdi templates for project data loads and migrations.\nProficiency in OTBI/BIP report configuration for project portfolio analytics.\n\nDomain Expertise\nPublic Sector\nUnderstanding of Government Accounting Standards (GASB/FASAB) and compliance requirements for federally funded projects.\nExperience configuring Grants Management for compliance with OMB Uniform Guidance and CFDA regulations.\nKnowledge of fund accounting, appropriation budgeting, and encumbrance accounting within Oracle PPM.\nExposure to public sector procurement cycles, multi-year budgeting, and capital project management.\n\nSkills & Competencies\nExceptional functional documentation skills — process flows, FDDs, test scripts, and training guides.\nStrong analytical and problem-solving skills with ability to translate complex business processes into Oracle solutions.\nExcellent communication and presentation skills; comfortable in executive-level client-facing conversations.\nAbility to manage multiple workstreams simultaneously in a fast-paced delivery environment.\nCollaborative mindset with experience working in Agile/Scrum and waterfall delivery models.\nProficiency in Microsoft Office Suite — Excel (pivot tables, VLOOKUP), Visio (process flows), and PowerPoint.\nExposure/understanding on how PPM integrates with other modules (Procurement, Inventory, AR, AP)\nOracle certifications will be an added advantage
