Job Description
Role Purpose
The Techno-Commercial Manager/Procurement Contracts Manager is responsible for managing outsourced production activities, subcontractor execution, and commercial agreements from enquiry stage through contract closure. The role ensures that outsourced works are executed in line with technical specifications, quality standards, project schedules, and commercial commitments. The position focuses on techno-commercial evaluation, contract administration, performance monitoring, and risk mitigation
Key Responsibilities
Techno-Commercial Evaluation & Sourcing Support
- Review drawings, specifications, BOQs, and project requirements before floating enquiries.
- Obtain quotations from identified vendors and subcontractors for outsourced works and materials.
- Prepare technical and commercial comparison statements for management review.
- Evaluate quotes based on technical capability, quality standards, lead time, execution capacity, and commercial competitiveness.
- Support management in selecting the most suitable vendor or subcontractor for each specific work package.
Contract & Work Order Administration
- Prepare, review, and administer work orders, purchase orders, subcontract agreements, and service contracts.
- Clearly define scope of work, deliverables, payment terms, commercial conditions, timelines, quality requirements, and responsibilities within contracts.
- Negotiate pricing, payment milestones, delivery schedules, retention clauses, warranties, and contractual obligations.
- Ensure all commercial and legal terms are documented and agreed before work commencement.
Outsourced Production & Subcontract Management
- Manage outsourced fabrication, machining, powder coating, anodizing, glazing, steel works, and specialized façade activities.
- Coordinate with Engineering, Production, Projects, and Quality teams to define outsourcing requirements.
- Monitor vendor production schedules, progress, and delivery commitments.
- Ensure outsourced works comply with approved drawings, specifications, and quality standards.
- Resolve operational issues affecting production, quality, delivery, or project schedules.
Contract Compliance & Risk Mitigation
- Monitor contract compliance and ensure vendors meet their commitments.
- Coordinate with Projects, Procurement, Finance, and Management on contractual matters.
- Identify contractual risks (delays, quality issues, payment disputes, force majeure) and recommend mitigation measures.
- Assist in resolving contractual disputes, delays, commercial issues, and vendor claims.
- Maintain proper records of all contracts, agreements, correspondence, and commercial documentation.
Quality & Performance Monitoring (Post-Award)
- Coordinate with the Quality Department for inspections, approvals, and quality compliance.
- Participate in vendor audits and quality reviews whenever required.
- Monitor vendor quality performance and implement corrective actions where necessary.
- Ensure only approved and compliant materials and components are accepted and dispatched.
Cost Control & Reporting
- Monitor outsourcing costs and identify cost-saving opportunities.
- Conduct market studies and benchmark pricing to ensure commercial competitiveness.
- Prepare cost comparison statements and commercial evaluation reports.
- Track vendor commitments, project procurement costs, and outsourcing expenditures.
- Submit regular MIS reports and progress updates to management.
Preferred Experience
• 12 to 15 years of experience in the Façade, Construction, Aluminium, Manufacturing, Engineering, or EPC industry.
• Experience in procurement, contracts, subcontract management, vendor development, and commercial negotiations.
• Strong exposure to outsourced fabrication, specialized vendors, and project execution environments.
