About the Role:
We are seeking an experienced and strategic leader to drive state-level program implementation and scale impact across multiple districts. This role will be responsible for leading program strategy, execution excellence, government partnerships, and team development while ensuring measurable outcomes for young people.
The ideal candidate will be comfortable operating at the intersection of systems change, stakeholder management, program delivery, and leadership, with the ability to navigate complex environments and drive sustainable impact at scale.
Key Responsibilities:
1. State Strategy & Outcome Ownership
- Define and drive the overall state strategy with clear priorities across districts and partnerships.
- Own end-to-end program outcomes, ensuring high standards of quality and impact.
- Design, test, and strengthen scalable implementation models that can be replicated across locations.
- Translate strategic objectives into actionable plans, measurable targets, and clear execution frameworks.
- Continuously assess performance and identify opportunities for growth and improvement.
2. Government Partnerships & Systems Strengthening
- Build and maintain strong relationships with district and state-level government stakeholders.
- Drive integration of programs within existing government systems to ensure long-term sustainability.
- Identify opportunities for expansion and scale through strategic partnerships.
- Navigate complex stakeholder ecosystems and proactively address implementation challenges.
- Represent the organization in high-level government engagements, reviews, and consultations.
3. Program Excellence & Scale
- Ensure high-quality implementation across districts while maintaining consistency in program delivery.
- Establish robust systems for monitoring, learning, and data-driven decision-making.
- Review program performance regularly and implement timely course corrections.
- Strengthen operational processes, field execution, and program management systems.
4. Team Leadership & Culture Building
- Build, mentor, and lead a high-performing team across multiple districts and functions.
- Foster a culture of ownership, accountability, collaboration, and continuous learning.
- Develop future leaders through coaching, performance management, and professional development.
- Create systems that support team engagement, feedback, and growth.
- Champion organizational values and ensure they are reflected in everyday decision-making and team practices.
5. Stakeholder Management & Organizational Leadership
- Serve as a key link between field teams and central leadership, ensuring alignment between strategy and implementation.
- Manage relationships with external stakeholders, partners, and donors.
- Support reporting, reviews, and strategic planning processes.
- Oversee state-level budgeting, resource allocation, and operational planning.
- Contribute to organizational learning and long-term growth initiatives.
Skills & Qualifications:
- Minimum 6+ years of professional experience, with at least 3 years in people management and leadership roles.
- Experience leading large-scale programs in education, youth development, livelihoods, skilling, employability, or social impact sectors.
- Strong experience working with government stakeholders and public systems.
- Proven ability to lead diverse, cross-functional teams and deliver outcomes across multiple locations.
- Experience in strategic planning, program management, monitoring, and execution.
- Excellent stakeholder management, communication, and relationship-building skills.
- Strong analytical, problem-solving, and decision-making capabilities.
- Ability to work effectively in dynamic and ambiguous environments.
- Familiarity with local languages and regional contexts is preferred.
