Land & Revenue Liaison Assistant Manager

ROLE SUMMARY
The Senior Land & Revenue Liaison Officer leads all land-related approvals and revenue liaison activities across multiple project sites.
This role involves strategic oversight of Change of Land Use (CLU), mutation, NOCs from revenue authorities, farmer agreements under KUSUM-A, and forest or irrigation department clearances — ensuring 100% compliance and zero project delays.
KEY RESPONSIBILITIES
- Strategic Oversight: Lead and mentor a team of liaison officers; oversee CLU approvals for all project sites from Collector/SDM level
- Mutation & Title Verification: Direct mutation of land records and validate title chain with legal team; resolve complex disputes
- KUSUM-A Agreements: Drive farmer/land owner agreements end-to-end — strategy, documentation, verification, and execution
- Regulatory NOCs: Obtain and manage NOCs from irrigation department, groundwater board, and gram panchayat at scale
- Revenue Authority Liaison: Maintain senior-level relationships with Patwari, Tehsildar, SDM, and Collector for expedited revenue records
- Water & Infrastructure: Secure water NOC for borewell/water connections across multiple sites simultaneously
- Compensation & Compliance: Oversee land compensation payments to farmers, maintain audit-ready payment records
- Dispute Resolution: Lead resolution of high-stakes land disputes or encroachment issues; escalate to legal when required
- Document Governance: Maintain centralized land document repository for each project — title deed, khasra, survey, CLU — ensuring 100% MPUVNL compliance
QUALIFICATIONS & EXPERIENCE
- 4-10 years in land acquisition / revenue liaison for solar, renewable energy, or large-scale infrastructure projects.
- Deep expertise in districts Revenue Code, CLU process, and district-level revenue administration
- Graduate in any discipline; law or revenue background strongly preferred
- Hindi fluency mandatory — proven ability to negotiate and coordinate with Patwaris and Tehsil staff at all levels
- Valid two-wheeler / driving licence for extensive district travel
SKILLS REQUIRED
- Expert-level knowledge of district’s Revenue Code and CLU application process
- Mastery of KUSUM-A farmer agreement requirements and government schemes
- Strong interpersonal and negotiation skills for senior rural-level government liaison
- Document management and audit-readiness for land records
- Team leadership and ability to coordinate across multiple project districts
- Risk anticipation — ability to flag and mitigate land-related delays before they impact construction timelines
