About the Role :
We are seeking an experienced Demand Manager to lead the Technology Demand Management function and govern the intake, evaluation, prioritization, and planning of technology initiatives across the organization.
The Demand Manager will serve as the strategic bridge between business stakeholders and technology teams, ensuring that technology investments align with business objectives, enterprise priorities, resource capacity, and budget constraints. This role will be responsible for establishing and driving demand governance processes, managing the technology demand portfolio, facilitating executive decision-making, and ensuring effective transition of approved initiatives into project execution.
The ideal candidate combines strong business acumen, portfolio management expertise, stakeholder management skills, and a deep understanding of technology delivery within complex global organizations.
Key Responsibilities
Demand Portfolio Management
- Own and manage end-to-end Technology Demand Management process across the organization.
- Lead the intake, assessment, prioritization, and governance of technology demands and initiatives.
- Ensure demand requests are aligned with strategic business objectives, technology roadmaps, and organizational priorities.
- Manage and maintain the technology demand portfolio, balancing business value, risk, cost, resource capacity, and strategic impact.
- Establish and continuously improve demand management frameworks, processes, policies, and governance models.
- Provide visibility and reporting on portfolio health, demand pipeline, resource utilization, and delivery readiness.
Strategic Planning & Governance
- Partner with business leaders and technology leadership to define technology investment priorities.
- Facilitate governance forums, portfolio review boards, and prioritization committees.
- Develop portfolio planning models to support annual and multi-year technology roadmaps.
- Drive data-driven decision-making through portfolio analytics, capacity planning, and investment assessments.
- Identify trends, recurring business needs, and opportunities to optimize technology investments.
Stakeholder Management
- Build trusted relationships with senior business leaders, technology teams, and executive stakeholders.
- Act as the primary escalation and decision-support point for demand-related matters.
- Influence stakeholders and drive consensus on competing priorities and resource allocation decisions.
- Communicate portfolio priorities, governance outcomes, and strategic recommendations to leadership teams.
Demand Assessment & Project Readiness
- Ensure demands are appropriately defined, assessed, and documented before entering delivery.
- Oversee business case development, scope definition, resource planning, risk assessment, and solution feasibility reviews.
- Collaborate with architecture, security, infrastructure, and delivery teams to evaluate demand readiness.
- Ensure approved initiatives meet governance requirements before transitioning to project delivery teams.
Resource & Capacity Management
- Partner with Technology and PMO leadership to align demand with organizational capacity.
- Support resource forecasting and workforce planning activities.
- Identify capacity constraints and recommend prioritization or investment adjustments.
- Monitor portfolio demand versus available resources and recommend corrective actions where necessary.
Leadership & Continuous Improvement
- Lead demand management best practices across the organization.
- Mentor junior demand analysts, coordinators, or specialists where applicable.
- Drive continuous improvement initiatives related to governance, portfolio management, and demand planning.
- Promote a culture of transparency, accountability, collaboration, and business partnership.
Skills & Experience
Experience
- Minimum 8–10 years of experience in Demand Management, Portfolio Management, PMO, Technology Governance, Program Management, Business Relationship Management, or related technology leadership roles.
- Minimum 3+ years of experience leading enterprise demand management or portfolio governance processes.
- Proven experience managing technology demand portfolios within large-scale enterprise environments.
- Experience partnering with senior business stakeholders and executive leadership teams.
- Strong experience in multinational and matrix organizations.
- Demonstrated experience driving prioritization, investment planning, and resource allocation decisions.
Technical & Functional Skills
- Strong understanding of Demand Management, Portfolio Management, and PMO best practices.
- Deep knowledge of Agile, Scrum, Waterfall, and hybrid delivery methodologies.
- Experience with Portfolio and Project Management tools such as PPM, ServiceNow, Planview, Smartsheet, Jira, Confluence, or equivalent.
- Strong business case evaluation, financial planning, and investment prioritization capabilities.
- Experience with resource planning and capacity management processes.
- Strong analytical and reporting skills.
Qualifications :
- Master's degree (MBA, Technology Management, Information Systems, Engineering, or equivalent).
- Experience implementing or transforming enterprise demand management frameworks.
- Experience with enterprise portfolio management platforms such as Planview, ServiceNow PPM, Clarity, or similar.
- Knowledge of Enterprise Architecture and Technology Strategy practices.
- Experience managing global technology portfolios exceeding €10M annually.
- Familiarity with IT governance frameworks such as COBIT, ITIL, or TOGAF.
- Experience with Power BI, Tableau, or advanced portfolio analytics tools.
- Certifications such as PMP, PgMP, PMI-PfMP, SAFe, Scrum Master, ITIL, or equivalent.
- Experience leading geographically distributed teams and global stakeholder groups.
