Senior Consultant - Government Advisory - Transaction Advisory
Job Description
The role requires strong financial, strategic, and analytical capability, along with the ability to work on complex public sector transactions, investment structuring, and procurement-related advisory assignments. The selected candidate will support assignments involving project preparation, financial analysis, transaction structuring, bid process management, commercial due diligence, PPP frameworks, and stakeholder coordination across the public and private sectors.\n\nRoles & Responsibilities\nTransaction Advisory & Technical Leadership\nProvide leadership on transaction advisory assignments involving project structuring, investment evaluation, commercial analysis, and deal execution support.\n\nFinancial Modelling & Valuation\nDevelop and review financial models, valuation analyses, sensitivity assessments, and commercial feasibility studies for government and public sector projects.\n\nProject Structuring & Deal Support\nSupport structuring of transactions, PPPs, concession models, lease frameworks, monetisation strategies, and investor engagement processes.\n\nDue Diligence & Risk Assessment\nConduct commercial, financial, operational, and strategic due diligence for public sector assets, projects, and investment opportunities. Assess key risks, assumptions, and transaction viability.\n\nProcurement & Bid Support\nAssist in drafting transaction documents, RFPs, RFQs, bid evaluation criteria, and concession agreements.
Support bid process management and procurement advisory.\n\nPolicy & Government Advisory\nAdvise government departments and public institutions on transaction frameworks, monetisation strategy, policy options, market sounding, and reform initiatives.\n\nStakeholder Engagement\nEngage with government officials, lenders, investors, consultants, legal advisors, technical experts, and private sector participants to support project execution.\n\nCommercial & Strategic Analysis\nPrepare commercial assessments, market analysis, sector scans, financial summaries, and strategic recommendations for decision-makers.\n\nData Analysis & Technical Reporting\nPrepare and review transaction reports, feasibility notes, board presentations, investment decks, and management briefs.\n\nCapacity Building & Knowledge Transfer\nDesign and deliver training sessions, workshops, and knowledge-sharing sessions on transaction advisory, financial structuring, and public sector deal management.\n\nField Assessments & Site Reviews\nSupport site visits, project reviews, asset assessments, market consultations, and field verification exercises as required.\n\nAdditional Project Responsibilities\nUndertake any additional responsibilities assigned by the Engagement Manager or Senior Leadership in alignment with project requirements and organisational priorities.\n\nSkills\nTransaction Advisory : Strong understanding of government transactions, PPPs, asset monetisation, disinvestment, and concession structures.\nFinancial Modelling & Valuation : Proficiency in building financial models, valuation frameworks, and sensitivity analyses.\nCommercial Due Diligence : Experience in assessing market viability, transaction risks, and investment potential\nPublic Sector Advisory : Ability to work on government reform, procurement, and strategic advisory assignments\nProject Structuring : Capability to design commercially sound and bankable transaction structures.\nTechnical Report Writing : Strong capability in preparing transaction memos, feasibility reports, investment notes, and executive presentations.\nStakeholder Management : Ability to engage effectively with government officials, investors, lenders, legal teams, and technical advisors\n\nCompetencies\nStrategic Thinking: Ability to assess complex commercial situations and develop practical transaction strategies.\nAnalytical Excellence: Strong capability to analyse financial, commercial, legal, and operational information for informed decision-making.\nProblem Solving: Ability to identify transaction bottlenecks, commercial risks, and implementation challenges and develop mitigation strategies.\nLeadership & Team Collaboration: Ability to lead multidisciplinary teams and collaborate across technical, financial, legal, and advisory environments.\nCommunication & Articulation: Ability to communicate complex commercial concepts clearly to both technical and non-technical stakeholders.\nOwnership & Accountability: Demonstrates full ownership of project outcomes, quality, client engagement, and delivery timelines.\nProfessional Conduct: Maintains integrity, objectivity, confidentiality, and high ethical standards across all professional engagements.\n\nTools & Technical Proficiency\nMandatory\nMS Excel (Advanced).\nMS PowerPoint.\nMS Word.\nFinancial modelling tools.\nPower BI.\nBasic data analysis tools.\nProject management tools.\n\nDesired\nVBA.\nSQL.\nTableau.\nR / Python for analysis.\nERP / budgeting systems.\nBid management tools.\nDocument management and review platforms\n\nPreferred Candidate Profile\nThe ideal candidate should possess extensive experience in transaction advisory, financial modelling, project structuring, commercial assessment, and government advisory.
