Sr. Engineer (Tendering & Estimation)

Reporting To: D&E Head
Job Objective
To lead and execute techno-commercial tendering, BOQ preparation, and cost estimation for MW-scale ground-mounted Solar PV plants, Rooftop Solar PV plants, Battery Energy Storage Systems (BESS), and Substation projects up to 220 kV.
Key Responsibilities
- Prepare detailed BOQs for Solar PV, BESS, and Substation projects based on tender documents and design inputs.
- Perform cost estimation and CAPEX pricing including materials, engineering, logistics, erection, testing, and commissioning.
- Analyze tender specifications, drawings, and project scope to identify cost risks and optimization opportunities.
- Coordinate with the Design & Engineering team for accurate system sizing, SLDs, and technical inputs.
- Float RFQs to vendors, evaluate techno-commercial offers, and finalize cost inputs.
- Develop rate analysis for key components including modules, inverters, transformers, switchgear, cables, and BESS systems.
- Prepare tender submissions including assumptions, exclusions, and technical deviations.
- Conduct commercial, technical, and execution risk analysis.
- Support pre-bid meetings and prepare pre-bid queries and clarifications.
- Benchmark costs with market trends and maintain a cost database.
- Work closely with SCM, Project, and Finance teams for cost validation and optimization.
- Ensure compliance with client specifications, statutory requirements, and grid codes.
- Participate in value engineering and cost optimization initiatives.

Tendering & Cost Estimation
- 90% of tenders submitted within deadlines.
- 5% accuracy between estimated and actual project cost.
- 95% BOQ completeness with minimal post-bid revisions.
Cost Optimization & Competitiveness
- Achieve 5-10% cost optimization through value engineering.
- Maintain competitive pricing aligned with market benchmarks.
- Identify at least 2 cost-saving opportunities per major bid.
Vendor Management & RFQ Handling
- 95% of RFQs floated and closed within defined timelines.
- Minimum 3 techno-commercially compliant vendor offers per key item.
- Timely completion of vendor techno-commercial evaluations.
Risk Analysis & Bid Quality
- 100% of tenders submitted with documented risk assessments and assumptions.
- Reduction in post-award deviations and cost escalations.
- Maintain a bid conversion ratio of 10-15%.
Cross-Functional Coordination
- Timely coordination with Engineering, SCM, and Finance teams.
- Closure of internal queries within 2-3 working days.
- Smooth handover of awarded projects to the execution team.
Education
- B.Tech / B.E. / M.Tech in Electrical Engineering.
- Working knowledge of Solar and Substation projects.
Experience
- Minimum 5+ years of experience in Design & Engineering.
Technical Competencies
- Strong knowledge of Solar PV systems, BESS, and EHV substations.
- Expertise in BOQ preparation, cost estimation, and rate analysis.
- Familiarity with technical specifications, SLDs, and layout drawings.
- Knowledge of market pricing trends for electrical equipment.
- Proficiency in Advanced MS Excel, AutoCAD, and estimation tools.
- Understanding of contracts, tendering procedures, and commercial terms.
