Essential Job Functions:
  • The Senior IDT Portfolio Manager occupies a significant leadership role within the Enterprise Project Management Office (EPMO). This position is designated as the Product Owner and is tasked with driving the design and implementation of methods and standards related to project and product management, including strategy, planning, and execution.
  • This role collaborates with senior management, stakeholders, and business units to define a comprehensive product/project roadmap that aligns with the company's long-term vision.
  • The manager is involved in Business-As-Usual (BAU) portfolio management activities. They supervise ongoing operations, ensure that projects align with strategic goals, and prioritize resources to optimize portfolio value delivery.
  • The individual interacts with the entire DBS Leadership Team (LT), acting as a liaison between the EPMO team and senior executives, providing updates, insights, and seeking feedback on product initiatives.
  • The manager monitors the product’s/project’s performance and impact within the organization. They gather and analyze data to assess the product's success, identify areas for improvement, and drive continuous enhancements.
  • They ensure that program/project leads and service owners adhere to the agreed portfolio management approach and schedule, providing the necessary information within set timelines and accuracy targets. Reports are produced as needed for portfolio governance, including recommendations for changes.
  • The role includes responsibility for providing portfolio, program, and project support. Advises on available standards, procedures, methods, tools, and techniques. Evaluates project and program performance and recommends changes when necessary. Contributes to reviews and audits of project and program management to ensure conformance to standards.
  • Conducts risk assessment within a specific functional or technical area. Utilizes consistent processes for identifying potential risk events, quantifying their likelihood, and documenting the impact on the business. Consults domain experts for specialized risk areas, such as architecture and environment, and coordinates the development of countermeasures and contingency plans.
  • Promotes the use of appropriate techniques, methodologies, and tools. Provides expertise and support on utilizing methods and tools for project/product management.
  • Identifies the communication needs of each stakeholder group within the IT Functional portfolio, working with business owners and subject matter experts. Translates communication and stakeholder engagement strategies into specific tasks. Facilitates open communication and discussion among stakeholders, acting as a single point of contact, and follows stakeholder engagement strategies and plans. Negotiates with senior-level stakeholders, ensuring adherence to organizational policy and strategies, and provides informed feedback to enhance understanding.
  • Ensures that Project Management delivery meets agreed-upon service levels for the IT Functional portfolio. Creates and maintains a catalogue of available services of EPMO. Diagnoses delivery issues and initiates actions to maintain or improve service levels. Regularly reviews operational methods, procedures, and facilities for effectiveness and efficiency.
  • Monitors all financial records required for compliance and audit purposes within the Functional IT portfolio. Contributes to financial planning and budgeting. Compiles financial data and reports for analysis, prioritization, and decision-making at the IT Functional Portfolio level.
  • Design / Use effectively mechanisms for benefit realization and monitors benefits against predictions in the business case. Supports senior management to ensure that all plans, work packages, and deliverables align with the expected outcomes. Maintains the business case for funding the Functional IT portfolio and confirms the ongoing business viability of the Functional IT agenda at regular intervals.
Qualifications:
Experience Required
  • Experience in large global organisation using in-sourced and out-sourced IT service providers
  • Experience in leading products/projects, programs or transformations
  • Highly effective communication, facilitation, influencing and negotiation skills
  • Experience in building support network/alliances both within and outside the IT function
  • Delivered high customer satisfaction through consistently meeting business requirements
  • Experience in Value Management, ideally worked 2-3 years with Lean Portfolio Management
Technical / Functional / Leadership Skills Required
  • Effective communication and relationship management - experience working with business stakeholders across various business functions
  • Understanding of business processes across IT functions and the Functional area, including the key touch points, business strategy and supporting technologies including current and emerging solutions and trends, as well as experience in delivering/governing technology-enabling business transformation
  • Commercial skills (understand and consider financial implications of proposals)
  • Ability to generate trust, build alliances, and orchestrate interdisciplinary matrix teams, with internal and external participants
  • Core Competences: Technical / Functional / Leadership
  • Financial Acumen & Business Case Development (understand and consider financial implications of proposals on portfolio)
Education / Qualifications / Certifications Required
  • Degree Educated, with 6-8 post graduate work experience including project management / PMO / planning / portfolio management experience in a complex IT environment and /or business facing IT role
  • 8+ years of experience in portfolio management, strategic consulting, or transformation leadership in a global enterprise.
    Certifications: PfMP, PMP, Prosci Change Practitioner, LPM, or equivalent.
  • Proven experience with Agile, Waterfall, and Hybrid delivery models.
  • Strong command of portfolio management tools (e.g., Planisware, Planview, Azure DevOps, Jira Align, Microsoft Planner).
