Technologies Limited\nJob Description\nSenior Process Engineer - Proposals and Bid Engineering\nDepartment\nProcess and Proposal (P&P) Engineering\nReports to\nHead - Process and Proposal Engineering\nLocation\nGurugram (Corporate HO), on-site, with travel to project and client sites as required\nRole Purpose\nThe Senior Process Engineer is a senior individual contributor in the Process and Proposal Department, owning end-to-end process engineering for incoming RFQs, tenders, and pre-bid technical engagements across W.O.G.'s domestic and international pipeline. The role sits at the front end of the project lifecycle, converting client tender documents, raw water and wastewater characteristics, and discharge or reuse norms into technically compliant, commercially competitive, and bid-winning process solutions.\nThis is a high-visibility role with direct exposure to Business Development, Engineering, and Senior Leadership.\nWhat This Role Is, and What It Is Not\nThis is a proposal and bid engineering role.

The core of the job is solutioning and costing winning technical proposals against live tenders, not running plants.\nThis role IS for candidates whose recent and primary work is:\nProposal / bid / tender / estimation engineering with an EPC, OEM, or system-integrator company.\nFront-end process design and technology selection for ETP / STP / WTP / ZLD / SWRO / MEE / MBR / UASB bids.\nThis role is NOT suitable for, and applications will not be progressed from, candidates whose primary experience is:\nPlant operations and maintenance (O&M), plant or process in-charge, or shift operations roles.\nCommissioning-only or site-execution-only profiles with no proposal ownership.\nLaboratory, water-chemistry, or quality-control roles.\nAcademic, R&D, or product-development roles without a tendering track record.\nCandidates from the above backgrounds who wish to move into proposals should not apply against this senior role; relevant junior openings, where available, will be advertised separately.\nMust-Have Screening Criteria (all required)\nAn application must satisfy every point below to be shortlisted. These are non-negotiable and will be checked at CV stage.\nEngineering degree (B.E./B.Tech) in Chemical, Environmental, Mechanical, or Process Engineering.\nMinimum 10 years in water and wastewater process engineering, of which at least 4 to 5 years in a dedicated Proposal / Bid / Tendering / Estimation function with an EPC, OEM, or system integrator.\nCurrent or most recent job title clearly reflects proposals, bid, tender, estimation, or front-end process design (not O&M / plant in-charge / operations).\nDemonstrable ownership of submitted techno-commercial proposals across ETP / STP / WTP / ZLD / SWRO / MEE (candidate should be able to walk through specific bids at interview).\nHands-on process and hydraulic sizing, mass and energy balance, and costing in Excel.\nWorking knowledge of at least one membrane design tool: WAVE, IMSDesign, ROSA, Toraywater, or Winflows.\nExposure to both industrial and municipal water / wastewater projects.\nKey Responsibilities\nA. Proposal Engineering and Bid Support (primary focus, about 60 percent)\nLead the technical solutioning of incoming RFQs / RFPs / tenders for ETP, STP, WTP, SWRO desalination, ZLD, MEE/MVR, reuse and recycle, leachate, spent caustic, and resource-recovery projects.\nStudy tender documents, scope of work, raw water and effluent characteristics, and treated-water or discharge norms (CPCB, MoEFCC, USEPA, WHO, local regulators), and convert client requirements into an optimized treatment scheme.\nDevelop technology selection studies comparing biological (MBBR, MBR, SBR, IFAS, UASB, AnMBR), membrane (UF/NF/RO/EDI), thermal (MEE, MVR, ATFD), and advanced oxidation options on CAPEX, OPEX, footprint, energy, recovery, and sludge generation.\nPrepare Process Basic Engineering Packages for bids: Process Design Basis, block flow and process flow diagrams, mass and energy balance, hydraulic flow diagrams, process descriptions and control philosophy, tentative P&IDs and layout inputs, equipment list with key sizing parameters, and utility consumption summary.\nCarry out equipment and hydraulic sizing across pumps, blowers, clarifiers, DAFs, screens, MBBR/MBR tanks, UASB/EGSB reactors, RO/UF skids, evaporators, crystallisers, ATFDs, sludge handling units, dosing systems, DM/SAC/WAC, EDI, and disinfection systems.\nGenerate process calculations: aeration and oxygen demand, sludge generation, RO recovery and flux modelling, evaporation duty, hydraulic gradelines, retention times, and biogas potential.\nPrepare techno-commercial offers with Sales, Mechanical, Civil, Electrical, I&C, and Costing teams; build optioned costing scenarios where required.\nFloat vendor RFQs for major equipment packages, technically evaluate offers, and recommend selections to the bid lead.\nPrepare clause-by-clause technical compliance statements, deviation lists, and bid clarifications.\nDrive bid submission timelines and own the technical quality of every proposal that leaves the department.\nParticipate in pre-bid, technical clarification, and negotiation meetings with clients, consultants (for example DCPL, EIL, MECON, PDIL, Tata Consulting, Jacobs), and PMC firms, and represent W.O.G.

on technical questions.\nB. Engineering Documentation and Design Reviews (about 20 percent)\nFor awarded projects, support handover to Detailed Engineering: author or review Process Design Basis, PFDs, P&IDs, equipment data sheets, control philosophy, and line lists.\nParticipate in and document HAZOP, SIL, HAZID, design reviews, and constructability reviews.\nApprove vendor technical submissions and GADs for process equipment.\nEnsure process deliverables comply with applicable codes and standards: CPHEEO, MoEFCC, CPCB, IS/BIS, ASME, API, ISO 14001, and client-specific specifications.\nC. Cross-Functional and Client-Facing Support (about 15 percent)\nProvide technical inputs to Business Development for enquiry qualification, market mapping, and target-account strategy.\nDeliver technical presentations to clients, EPC contractors, government bodies, and consultants.\nSupport trade fairs and seminars (for example IFAT India, WaterEx, Aquatech, Chemtech) with technical representation and white papers.\nProvide commissioning and process troubleshooting support to I&C and O&M teams when escalated.\nConduct plant audits for prospective O&M opportunities and develop revamp or upgrade proposals.\nD.

Knowledge Management and Innovation (about 5 percent)\nBuild and maintain the department's proposal library: reference designs, sizing templates, cost benchmarks, vendor records, and lessons learned.\nStay current on emerging technologies relevant to W.O.G.: AnMBR, electro-coagulation, electrodialysis, granular sludge, MABR, PFAS destruction, digital twins, and AI-based water quality prediction.\nContribute to thought leadership through case studies and technical articles.\nQualifications and Experience\nEducation\nB.E./B.Tech in Chemical, Environmental, Mechanical, or Process Engineering - mandatory.\nM.Tech in Chemical, Environmental, or Water Engineering - preferred.\nDiploma holders considered only with significantly higher experience and a demonstrated proposal-engineering track record.\nExperience\nMinimum 10 years of water and wastewater process engineering, of which at least 4 to 5 years in a Proposal / Bid / Tendering function with an EPC, OEM, or system integrator.\nHands-on exposure to both industrial and municipal water / wastewater projects.\nA strong record of submitted proposals across ETP/STP/WTP/ZLD/SWRO/MEE, with order-conversion or win-rate evidence - preferred, and will be probed at interview.\nExperience with international tenders (Middle East, SE Asia, Africa) - preferred.\nPrior experience in two or more of W.O.G.'s focus sectors (chemicals and fertilizers, pharma, oil and gas, refinery, power, food and beverage, textile, automotive, dairy, distillery, pulp and paper, mining, data centres) - preferred.\nExposure to BOOT/BOO, HAM, EPC, and turnkey contracting models - preferred.\nSeniority note: this specification is pitched at a senior, lead-grade individual contributor. If the approved band and CTC are for a mid-level engineer, retitle to \"Process Engineer - Proposals\" and reset the experience bar to 6 to 8 years total with 2 to 3 years in proposals, so that title, years, and pay stay aligned.\nTechnical Knowledge\nCommand of unit operations and treatment technologies: screening, equalisation, primary treatment (DAF/CPI/TPI), biological (ASP, MBBR, MBR, SBR, IFAS, UASB, EGSB, AnMBR), tertiary polishing, membranes (UF/NF/RO/EDI), thermal concentration (MEE, MVR, ATFD), AOPs, ion exchange, and sludge handling.\nUnderstanding of discharge norms, reuse standards, ZLD targets, and PFAS or micropollutant considerations.\nFamiliarity with HAZOP, SIL, LOPA, and HAZID methodologies.\nWorking knowledge of hydraulic profile design and equipment de-rating for tropical, coastal, or extreme conditions.\nSoftware and Tools\nMust-have:\nAutoCAD (2D).\nMS Office, with advanced Excel for sizing models, mass balances, and costing; PowerPoint for client decks.\nAt least one membrane design tool: WAVE, IMSDesign, ROSA, Toraywater, or Winflows.\nPreferred:\nHydraulic modelling (WaterCAD, EPANET, or AutoPIPE).\nProcess simulation (Aspen, HYSYS, or equivalent).\nVisio or Lucidchart for PFD / P&ID drafting.\nERP/CRM exposure (SAP, Salesforce) for proposal workflow.
