Position Summary

We are seeking a senior, highly strategic US GovCon Business Development & Proposal Lead to establish, manage, and scale our internal Government Contracting division. You will take full ownership of our 2-Year SLED (State, Local, and Education) and Federal expansion roadmap.

This is not just a proposal-writing job. You will be building a compounding "Ecosystem Capture Strategy " across three distinct sister companies, identifying opportunities, setting up compliance frameworks, managing our upcoming GSA MAS Schedule, and writing winning bids.

Key Responsibilities

1. Bid Pipeline & Capture Management (SLED & Federal)

  • Source & Screen: Track SAM.gov, state procurement portals, and city/county boards daily to extract high-fit IT Staffing and IT Solutions bids.
  • The Matrix Fit: Route opportunities to the winning entity:
  • Vantage Point: For large commercial/GSA scale IT solutions.
  • Orpine: For opportunities prioritizing Minority Business Enterprise (MBE) or diversity staffing set-asides.
  • IntelliCodeLabs: For cutting-edge AI, automation, and healthcare technology bids.
  • Go/No-Go Ownership: Perform SWOT and compliance screening within 48 hours of an RFP release so leadership doesn't waste time on low-probability bids.

2. End-to-End Proposal Architecture & Writing

  • Build the Content Library: Create and maintain a massive, modular content repository (capability narratives, past performance write-ups, security compliance data, and executive resumes) so future bids can be generated 50% faster.
  • Compliance Control: Build strict compliance matrix checklists for every submission. Ensure zero technical disqualifications on administrative details.
  • Technical Copywriting: Coordinate with US-based or India-based technical Subject Matter Experts (SMEs) to translate complex AI architecture or staffing delivery metrics into crystal-clear proposal copy.

3. Federal Vehicle Management (GSA MAS & Registrations)

  • GSA Application: Own the electronic preparation, Commercial Sales Practices (CSP) disclosures, and formal eOffer submission for Vantage Point's GSA MAS contract.
  • Post-Award Compliance: Handle GSA Advantage catalog uploads, eBuy marketplace tracking, and digital updates.
  • Teaming Agreements: Draft and coordinate internal/external Memorandums of Understanding (MOUs) and Joint Venture/Subcontracting documentation between the three companies to compound past performance records.

Candidate Profile & Requirements

  • Experience: 5-10 years of direct experience handling US Federal (SAM.gov) and SLED proposals from an offshore/nearshore environment.
  • GovCon Domain Knowledge: Intimate familiarity with FAR (Federal Acquisition Regulation), NAICS codes, SIN categories, and GSA Schedule pricing structures.
  • Night Shift Stamina: Proven track record of working the US East Coast timezone seamlessly from India while maintaining high cognitive output.
  • Communication: Exceptional, near-native English editing and persuasive writing skills. Ability to push back on internal stakeholders to get pricing inputs or SME data on time.
  • Location Access: Must be able to reliably commute to/from Rohini during night shift hours.
