Fleet Personnel Officer

Responsibilities

The Fleet Personnel Officer is responsible for:

• Monitoring all aspects of seagoing personnel administration.
• Controlling the implementation of Crew department procedures as planned.
• Checking that each vessel is manned with qualified, medically fit, and experienced seafarers.
• Checking all Officers and crew hold Certification as per Flag state and other statutory requirements and that crew possess all the licenses as per STCW’95 requirements and the certificates will remain valid for full term of crew’s employment.
• Maintain record of Unannounced D&A tests for all ships.
• Controlling briefing, interviewing, screening, and hiring for all seagoing personnel.
• Monitoring available ex-crew and schedule deployment.
• Checking application forms and previous Company's records for each seagoing personnel prior to engagement and deal with the same after engagement.
• Verifying that the qualifications and experience of new recruits are genuine.
• Review of Appraisal reports and propose suitable candidates for promotion.
• Ensuring the control/monitoring of documents and certificates of embarking seagoing personnel.
• Maintaining Crew lists of current manning in respect of each vessel.
• Providing immediate medical assistance to the shipboard personnel.
• Maintaining personal, medical, and training records and certification details of all personnel. Keeping all personnel files up to date.
• To ensure that Crewing Agency is taking services of approved Doctors and Quality controlled laboratories.
• To screen all the resumes sent by crewing agency.
• To ensure all crew are in good health prior joining vessel (As per ILO convention).
• To ensure that all crew are screened for banned drugs (as per OCIMF Guidelines) prior joining vessel.
• To arrange tickets for the joining and repatriation of ship staff in coordination with fleet vessels and the agencies.

Qualifications

• Experience in personnel administration.
• Knowledge of vessels’ particulars and trade.
• Knowledge of National and International Regulations, Flag State Regulations, etc.
• Experience in manning with qualified, medically fit and suitably experienced seafarers.
• Extensive knowledge of STCW certification and Flag state directives.
• Experience in ticket arrangements.
• Experience in working with travel agencies.
