General Manager — Billing & Activation Platform

Role Overview

We are seeking an accomplished technology leader to own, modernize, and transform our enterprise Billing & Activation platform — the revenue-critical backbone that powers customer activation, provisioning, recharge, subscription management, billing, and settlement. The core mandate is to manage the entire product development lifecycle of this platform and lead its modernization from a legacy, homegrown architecture to a modern, cloud-ready, microservices-based technology stack — while ensuring uninterrupted, reliable, and secure operation of a system the business depends on every day.

The remaining role part is for AI enablement: embedding AI and agentic capabilities within the billing and activation domain — intelligent automation of billing operations, AI-assisted software development, and conversational and agentic experiences for recharge, provisioning, and revenue-assurance workflows.

The role leads a multidisciplinary team of engineers, architects, and QA professionals focused on this platform.

Key Responsibilities

1. Billing & Activation Platform Ownership (Core)

• Own the complete lifecycle of the Billing and Activation (Dish) applications — strategy, roadmap, architecture, development, deployment, and support.
\n
• Ensure uninterrupted 24×7 operation of customer activation, provisioning, recharge, subscription management, billing, invoicing, and settlement systems.
\n
• Own revenue integrity — accuracy of rating, charging, reconciliation, and settlement across the subscriber base.
\n
• Drive continuous enhancement of customer experience through process optimization across activation and recharge journeys.
\n

2. Legacy Modernization & Target Architecture (Core)

\n
• Define the target-state architecture and a phased modernization roadmap for the legacy homegrown billing platform (PowerBuilder / .NET Framework estate).
\n
• Lead migration from monolithic applications to microservices-based, API-first, cloud-ready architecture with no disruption to billing operations.
\n
• Establish technology standards, integration patterns, design review, and architecture governance for the billing domain.
\n
• Ensure high availability, scalability, disaster recovery, and enterprise-grade security across all billing systems.
\n

3. Product Development Lifecycle Ownership (Core)

\n
• Govern the complete SDLC — requirement gathering, solution architecture, application design, development, system integration, testing, UAT, production deployment, hypercare, and continuous improvement.
\n
• Ensure zero-defect production deployments with minimal business disruption; own release planning and cutover strategy.
\n
• Lead Change Request (CR) governance, impact analysis, and release governance for the billing platform.
\n
• Drive CMMI process maturity and Agile delivery frameworks within the billing engineering organization.
\n

4. Application Development & Engineering Excellence (Core)

\n
• Lead hands-on development teams across .NET Framework / .NET Core, PowerBuilder (legacy), ReactJS, Next.js, and REST APIs.
\n
• Oversee frontend, backend, middleware, and integration architecture for billing and activation applications.
\n
• Champion DevSecOps — CI/CD pipelines, Docker/Kubernetes-based deployments, automated testing, and secure coding standards.
\n
• Enforce engineering best practices: reusable frameworks, code reviews, documentation, and coding governance.
\n

5. Database & Platform Reliability (Core)

\n
• Oversee MS SQL Server enterprise database environments powering billing — security, performance, scalability, and availability.
\n
• Drive database optimization and tuning for high-volume transactional billing workloads; own backup, DR, and data governance.
\n
• Collaborate with infrastructure and cloud teams (Azure / AWS / GCP) on capacity, resilience, and cloud migration.
\n

6. Ecosystem Integrations (Core)

\n
• Ensure robust, secure integration of the billing platform with CRM, ERP, payment gateways, OTT platforms, and external ecosystem partners.
\n
• Define and govern API contracts, event flows, and data exchange standards with all upstream and downstream systems.
\n

7. AI-Enabled Billing & Intelligent Automation

\n
• Embed AI natively within billing and activation workflows — intelligent automation of reconciliation, settlement checks, dunning, and revenue assurance.
\n
• Deploy agentic AI solutions for billing operations: autonomous exception handling, anomaly detection in transactions, and workflow orchestration.
\n
• Deliver conversational AI experiences for recharge, activation, and subscription self-service, integrated with the billing core.
\n
• Champion AI-assisted software development — AI code review, test generation, and developer productivity tooling across the billing team.
\n
• Leverage Azure AI Services, OpenAI APIs, and LLM platforms with strong AI governance and Responsible AI practices.
\n

Qualifications

\n
• Bachelor's degree in Computer Science, Information Technology, or Engineering; Master's degree preferred.
\n
• 14–15 years of progressive experience in enterprise IT application development, architecture, and digital transformation.
\n
• Proven experience leading enterprise Billing and Activation platforms — telecom, DTH, media, or subscription businesses strongly preferred.
\n
• Demonstrated track record of modernizing legacy platforms (monolith to microservices, on-premise to cloud) in production, revenue-critical environments.
\n
• Experience delivering AI or intelligent-automation capabilities within enterprise applications.
\n
• Strong people leadership — building, scaling, and retaining engineering teams of 15+ professionals.
